- Placed fourth in the 200 back (1:48.48) and 400 IM (4:01.19), sixth in the 200 medley relay (1:31.89) and 200 IM (1:51.89) against Notre Dame

- Harlan started off the season with a pair of 2nd place finishes in the 200 back (1:48.95) and the 400 IM (4:00.45); also finished fourth in the 100 back (49.65) at Pitt

- Represented WVU at the CSCAA National Invitational Championship and USA Swimming’s 2019 Toyota U.S. Open
- Competed in a trio of A finals at the Big 12 Championship, including the 200 IM (7th – 1:49.03), the 400 IM (4th – 3:52.71) and the 200 back (1:46.57)
- In the regular-season finale against George Washington, he placed fifth in the 100 back (52.00) and fourth in the 200 breast (2:08.78)
- Against Villanova, he finished fifth as a member of the 400 medley relay team with a time of 3:29.95
- Tallied a second-place finish in the 200 IM at TCU after touching the wall in 1:54.85
- Placed fourth in the 100 back (51.35) and second in the 200 back (1:50.28) at SMU
